Ferguson was initially named in the squad for Saturday's 1-0 defeat by Lancashire rivals Burnley, but he agreed to stay in Blackpool and train after talks with Holloway.
The 34-year-old, who has become frustrated with the lack of first-team football at Bloomfield Road, and is apparently drawing interest from Middlesbrough and former club Birmingham.
Holloway said: "Barry and I have had a chat. He thinks he should be playing every week. He hasn't been nasty about it - he believes he needs to play every week.
"He's not used to not playing, so I might loan him out. He knows he's out of contract in the summer and he knows other people might want him.
"He's been totally respectful and he trained back in Blackpool on Saturday."
The departure of one of Blackpool's biggest earners could free up room for Holloway to make his own moves in the loan market, and he admits options are available ahead of the January transfer window.
Holloway added: "One club rang me over the weekend and said we could take our pick of their players, so we can look at that. If we have to bring Barry back, then we can in 28 days."
