Holloway has made the 34-year-old available for loan having used him sparingly this season and former club Birmingham, along with Championship rivals Middlesbrough, are rumoured to be keen on his services.
But Holloway insists Seasiders chairman Karl Oyston is more keen on offloading Ferguson's wages as a pose to striking a deal for a player in return.
"If someone comes in and takes up his wages, he can go," Holloway told the Blackpool Gazette. "He wants to play football and I don't guarantee anyone that.
"I wouldn't look to replace Barry with another midfielder. It's an area we are strong in.
"We paid Birmingham £750,000 for Barry, so if they want him on loan our chairman thinks they should take up his wages rather than do a player swap. If they offer us someone from their first team, then maybe we'd look at a swap."
