Yeovil boss Gary Johnson is keen on the Dale hit man, who netted 24 goals last season, but is reluctant to up his initial offer.
With Rochdale looking to improve on a decent campaign last time out, it seems boss Steve Parkin is reluctant to relinquish the services of his top goalscorer.
''We did make a substantial offer which was rejected,'' Johnson told the Western Gazette.
''Unless Rochdale reconsider that offer we will turn our sights to other targets.''
Whilst Holt seems destined to remain at Spotland, veteran goalkeeper Neil Edwards looks likely for a summer switch to neighbours Bury.
Shakers boss Graham Barrow is in the market for a new goalkeeper after losing Glyn Garner to Leyton Orient - with Edwards seemingly fitting the bill.
''I have spoken to Steve Parkin and he's fully aware of the situation,'' Edwards told the club's official website.
''I have spoken to Graham Barrow at Bury regarding a move but talks are at a very early stage at the moment.
''I have been offered terms at Rochdale and I'd love to stay but the offer was disappointing.''
