County went into administration earlier in the month and are looking to offload some of their assets but felt the £150,000 offered by The Latics did not represent true value.
"We have some money to spend on players to enhance our chances of promotion next season, but Iain Dowie has placed a valuation on the player that we will not exceed," chief executive Alan Hardy told the Oldham website.
"We do not intend to pay over the odds for players in today's depressed market."
Oldham finished ninth in Division Two last season, just three places outside of the play-offs, and Dowie is looking for some summer reinforcements to go one better next season.
