An injury to top scorer Lee Trundle has left the promotion hopefuls short on firepower and manager Kenny Jackett has money to spend during the transfer window.
Rochdale's Holt has been a long-term target for Jackett and he could now lodge a £400,000 bid for the 24-year-old.
''We're still keeping tabs on Grant Holt's situation and what might develop," Swansea chairman Huw Jenkins told the South Wales Evening Post.
''He might be gettable at around £400,000 and that's not out of the question for us.
"Everybody has their price and if you can match it you can have them. We'll just have to wait and see what happens and what's within our budget.''
Rochdale boss Steve Parkin admits he is flattered that the League One side are keeping tabs on Holt's situation at Spotland.
"I've read the stories linking us with other clubs regarding Grant Holt and I have to say I'm flattered," Parkin told Rochdale's official website.
"It's good to see a successful club like Swansea City expressing an interest, however, so have several other clubs."
If Swansea fail to tempt Rochdale into selling Holt, they could turn to Fallon, who has been discussing a new contract with Swindon.
Jenkins added: ''Our priority is to get a forward in and the sooner we can do that the better.
''Rory Fallon is one of a few players we have talked about.
''We've spoken to a lot of clubs about who is available and at what price and I think he's valued at around £300,000 or maybe £250,000."
