Swansea boss Michael Laudrup - having been foiled in his attempts to lure Tom Ince and Wilfried Zaha, has turned his attention to the former Stockport man.
Pilkington, who joined Norwich in a £2m deal from Huddersfield in 2011, has been on the sidelines because of a hamstring injury since November.
Canaries boss Chris Hughton signed another winger, Jonas Gutierrez, from Newcastle, earlier this month.
But Hughton appeared to suggest earlier this week that he was keen to keep Pilkington now that he has recovered from injury.
"It has been frustrating for him because he is a good player and even before my time I think when he is fully fit and firing he is a real asset," he said.
"Unfortunately that is part and parcel of the game and something he has to deal with, but it is good to see him back. If you look at what we have had to deal with in the last month or so with injuries, it is good to start getting these players back."
Swansea's resources on the wings have been stretched. Nathan Dyer, Pablo Hernandez and Roland Lamah have all spent time on the sidelines in January.
