Collins was unhappy at Cooper's performance in the middle, and accused him of making the comment to the young Irishman during the game.
"The referee called Richie Foran an Irish so-and-so and that's racism," said Collins.
"He either had a bad day or he was biased, but he was a disaster."
It is not clear if any action will be taken against the referee, or if Carlisle will be making an official complaint to the Football League.
Foran got Carlisle's goal in the game and has been earning rave reviews since he joined the club from Shelbourne two months ago.
Collins has seen the 21-year-old bang in seven goals in 13 games for the club and, with several big clubs said to be interested in him, is desperate to keep him at the club.
"He is only in his second year as a pro and he can only get better. I am desperate to keep him at the club," stated Collins.
