The 28-year-old hit-man played just three times last season after suffering a double fracture of his leg in January of last year.
Tranmere failed to offer the Welshman a contract at the season's close and the former Wigan striker will make a decision about his long-term future in the summer.
"I want to carry on playing in some capacity but the leg's not looking too good at the moment," said Howarth.
"I certainly couldn't sign for anyone at the moment so I'm in no-mans land a bit."
Howarth is already planning for a life without football, as he has started a corporate hospitality business with former Wigan team-mate Gareth Griffiths.
"It's going okay and we're involved with racing, football and boxing," Howarth concluded.
