The 25-year-old has enjoyed a fine season with Den Bosch in the Dutch Gouden Gids Divisie netting 19 goals in 24 appearances.
His performances have attracted the interest of a host of clubs, but Millwall have jumped to the head of the queue for his signature.
Powel's current contract at Den Bosch was set to expire in the summer and he rejected all offers to extend it.
Millwall boss David Tuttle revealed earlier this week that he was keen to bring in a new striker to bolster his goal-shy attack and it appears Powel fits the bill.
It is believed that Powel has agreed a two-and-a-half-year deal at The Den and will undergo a medical next week after watching the club's goalless draw with Wolves on Saturday.
"I really see this as a step higher," Powel told Voetbal International.
"And I also expect chances to play at Millwall."
