With the likes of Rob Hulse, Efe Sodje, Dave Walton and Rodney Jack all leaving Gresty Road, Gradi is keen to strengthen his squad.
Gradi has been sufficiently impressed with young striker Rodgers to think about tabling a bid for him.
Rodgers was a star in the Shrews side despite their relegation to the Nationwide Conference last season, and Gradi says he will soon make a bid for the 21-year-old.
Tonkin has been a long-term target for Gradi and now that he is on Stockport's transfer list he is confident of bringing him to The Railwaymen.
"We will submit bids for both Tonkin and Rodgers and see where that gets us," Gradi told the club website.
"We haven't made a bid for Rodgers before and when we enquired about him they said he was not for sale.
"As you would expect Shrewsbury are keen to keep him.
"We actually agreed a fee for Anthony Tonkin with the outgoing chairman there but at the 11th hour he changed his mind.
"Their chairman had agreed and there seemed to be no problem - but then everything changed.
"The club will now make an increased offer for him because we understand that he has been transfer listed."
Meanwhile, Crewe striker Paul Edwards has been hit with news that he will be out for six weeks with an ankle injury.
The 21-year-old was hoping to be involved in the first team following the departures of Jack and Hulse, but will now have to sit in the treatment room for the start of the season.
