Bell, 20, has started three games for the Railwaymen this season in their first season back in Division One.
However the midfielder has agreed to drop down to the Conference to aid the Shrews' promotion campaign, joining on an initial one-month deal with the option of extending the arrangement.
Bell shot to fame last season when he played 22 times for Dario Gradi (pictured) in his promotion-clinching side, scoring once, in the 2-0 home win over Colchester last August.
