The 27-year-old joins The Railwaymen on a one-year contract following his release from League One rivals Port Vale following the end of last season.
The goalscorer has been training with Dario Gradi's side since last week, having used Crewe's training ground facilities to aide in his recovery from numerous injury problems in recent months.
Matthews will hope he can find his way into Gradi's first team and help the Cheshire club move up the League One table after a slow start to the new season.
Meanwhile, Crewe goalkeeper Stuart Tomlinson is set to spend the season with his parent club after a loan deal to Nationwide Conference club Burton Albion.
