The Irish striker will move to Edgeley Park despite the continuing wrangle over a fee for the striker - which will now go to a tribunal.
McIlroy says that the cash argument will not affect Feeney's arrival at The Hatters, which he believes will be a great boost.
"It looks like it's going to go to a tribunal," McIlroy told the club's website.
"We've agreed with the player, we just can't agree with Bournemouth.
"But the boy's going to come here and sign, there's no doubt about that, and that's another great move for the club.
"Warren's going to give us something we haven't had up there and that's pace."
McIlroy still wants to sign another player before he goes away on holiday, and it has been suggested that it could be another Irishman - Gareth McAuley.
"There's another one I want to get in before I go away on holiday and hopefully we can get that done next week," said McIlroy.
The young Coleraine defender says that he would like to try his hand in England, and he could well join former Northern Ireland boss McIlroy at Stockport.
The 24-year-old is set to have a trial at County and that could see him earn his move to England.
