The 29-year-old returned to Crawley on loan in January, two years after he left the club to join Bournemouth, where he has struggled to make an impact.
Tubbs, who was a key figure in Crawley winning promotion to the Football League in 2011, scored eight goals in 18 appearances for Gregory's side this season.
Gregory is keen to bring Tubbs back to the club over the summer, but acknowledged that much will depend on whether Bournemouth want a fee for the forward.
"We are still talking with Bournemouth about Matt," said Gregory in The Argus.
"I'd like to think he wants to come back but it all comes down to finances.
"It is up to them if they ask for a fee but if they do then, with respect to Matt, I don't think there will be a huge queue of clubs wanting to sign him as there is his salary on top.
"It is a question of whether they are willing to write off some of their investment to ensure there is a longer queue of clubs wanting to sign him.
"He wants to play and Bournemouth would be silly to pay his wages for the next 12 months if he is not in their plans when they could get him off their wage bill, even if they have to take a bit of a hit on it."
