The Bulls' failure to earn promotion to The Football League have started to see the club lose some of its players from Edgar Street, with defender Michael Rose joining another Third Division club in Yeovil Town over the weekend.
Guinan has put pen to paper on a two-year deal with The Robins after completing two seasons with Hereford.
The 28-year-old will be joined by goalkeeper Shane Higgs and experienced utility player Jerry Gill, who have also penned new contracts at Whaddon Road.
Higgs has signed a new three-year deal until 2007 while Gill has extended his stay with the Gloucestershire-based outfit for another season.
Three other players have been offered new deals by the club in midfielder Graham Fyfe, defender John Brough and youngster Luke Corbett.
However, Ward has decide to release nine players from his squad ahead of the following campaign in Division Three.
Bob Taylor, Steve Book, Paul Brayson, Luke Buttery, Ben Cleverley, Craig Dobson, Richard Forsyth, Anthony Griffin and Lee Howells have all been told they are surplus to requirements at Cheltenham.
