The 25-year-old has agreed a three-year deal at The Deva Stadium - after problems with his former club Bradford City were overcome.
"It's a massive signing for Chester City Football Club," Chester chairman Stephen Vaughan told The Evening Leader.
"The deal we've arranged with Bradford could stretch to six figures but who will complain about that if Michael does the business for us and we get promotion.
"With players like Daryl Clare and Michael Branch in your team, you've got to say that next season will be exciting for all Chester fans.
"I said at the end of last season that we'd make big signings and the fact that we can attract players of the calibre of Michael Branch, speaks volumes for this football club.
"The fact that Michael was desperate to sign for us is also a measure of how far we have come.
"When we signed Daryl Clare there were several clauses that, in the end, made it an expensive deal. The same could happen with Michael."
Chester have also sealed a deal for winger Andy Watson.
The former Doncaster Rovers wide-man had been plying his trade for Farsley Celtic - but he has now been given the chance to rekindle his professional career with Chester.
The newly promoted outfit are also looking to seal a deal for former Kilmarnock utility player Sean Hessey, while they have also been linked with Corteez Belle and Terry Evans - who both ply their trade in Wales with Merthyr Tydfil and Newport County respectively.
