Fortune spent much of last season on loan at Vale, but was not offered a permanent contract in the summer, having turned down a deal in January.
Orient boss Martin Ling (pictured) is prepared to let the player leave the club, but Vale's interest has cooled after looking elsewhere for defenders.
"I was looking forward to making it permanent, but the fact was no one actually offered me anything," Fortune told the Sentinel about missing out on a move to Vale Park.
"I think there is maybe a small chance because you never know in football, but I am not sure now Vale have brought in other defenders.
"The other clubs who are interested in me are also in League One."
Vale pulled the plug on a permanent deal for Fortune after failing to reach agreement with Orient.
Assistant manager Dean Glover said: "Clayton has a year left on his contract with Leyton Orient, so the situation is in their hands, not ours.
"It was a case of seeing what Leyton Orient could come up with to help us do the best deal, but it wasn't to be."
