Chester City are waiting for offers for Lee Steele and Sean Hessey after being ordered to place players on the transfer list.
The League Two club have fallen foul of an approved salary cap and have been given the directive by the Football League.
Until players have been moved on, Chester are prevented from adding to their numbers.
Steele and Hessey have already been put up for sale, but club chairman Stephen Vaughan admits no bids have been forthcoming.
"We have already addressed the situation by placing Lee and Sean on the transfer list after Bobby Williamson decided they didn't feature in his future plans," Vaughan told the club's official website.
"However, at this present time we haven't had any firm offers for them."
Vaughan is also planning talks in an attempt to resolve the future of Glenn Cronin, who has suffered another long-term injury.
He added: "We now also have a situation with Glenn, who missed virtually all of last season with a broken metatarsal and now unfortunately has suffered a similar injury which is expected to sideline him for the majority of this campaign.
"It could well be that we have to discuss this situation with the player, medical advisors and the PFA to review the problem."
