Pack's current deal expires this summer and Cheltenham were keen to tie down their prized asset to a new long-term contract.
However, Pack has rejected the offer as he feels he wants to play at a higher level with clubs further up the league pyramid keen to sign him.
The 22-year-old has established himself as one of the best midfielders in the lower leagues and his consistent performances have earned him places in the PFA League Two Team of the Season for the last two years.
Pack initially joined Cheltenham on loan from Portsmouth in August 2010 before making the move permanent the following season.
A number of clubs tried to sign Pack during the January transfer window and the playmaker is not going to be short of suitors, with interested clubs only having to pay a minimal compensation fee for his signature this summer.
