The League One promotion chasers fell foul of the Financial Fair Play rules early last month, when it was revealed they had overspent on wages and fees.
But the Robins have now had sanctions lifted, and a fresh injection of funds from the club's investors will allow manager Paolo Di Canio to bring in players on loan deals.
"We are now out of the embargo and the owners have made additional equity funds available," announced Swindon chairman Sir William Patey.
"Paolo has also been given some money to bring some loan players in.
"There are some other financial issues going on behind the club but I don't want to go into that because that's under discussion."
