The Blues had been chasing the winger for several weeks but their original offer had been branded 'ridiculous' by Shrews boss Gary Peters.
Andy Harris had been included in a part-exchange offer but Peters was not in the mood to contemplate sanctioning Lowe's exit last month.
But Peters has found Chester's latest offer more to his liking and has allowed Lowe to move to The Saunders Honda Stadium.
Lowe has signed up until 2007 and Chester chairman Stephen Vaughan was buoyed by landing the 26-year-old's services.
"He plays in a position we have been looking for," said Vaughan. "That of winger-cum-striker.
"He has a proven goalscoring pedigree and we are delighted to have got him."
Lowe's contract at Gay Meadow was due to expire at the end of the season and he had spent almost five years with the League Two outfit.
The attacker proved his ability to score goals to Chester at first hand when he netted in Shrewsbury's 5-0 thrashing of his new club at the end of February.
Meanwhile, John Grant has left Shrewsbury to join Conference side Halifax while David Ridler has left the club by mutual consent.
Youngster Liam Murray has joined Leigh RMI on loan.
