The 33-year-old former Crystal Palace man has been training with the club but, due to a short-term deal with Blackpool overlapping with the end of the transfer window, The Blues are unable to bring him to the Saunders Honda Stadium, prompting manager Keith Curle to slam the rule governing transfers.
"We worked tirelessly to try to sign him. It's an issue that needs to be looked at if players are going to be signing short-term contracts," he remarked.
Meanwhile, the Football Association have confirmed that the biting incident in Chester's game against Stockport last Saturday was included in the referee's report.
Hatters star Liam Dickinson claimed that Chester defender Sean Hessey bit him, and Stockport boss Jim Gannon is hoping for strong FA action against Hessey, describing the behaviour as "despicable" and "outrageous"
However, Curle does not believe that the video evidence available is conclusive.
"I've looked at what is alleged to be the incident on video and it is not clear," he insisted.
"I've spoken to Sean and he has no recollection of what is being talked about."
