The Pirates are trying to mould their squad for the coming season, and Atkins had earmarked a number of players who were surplus to his requirements.
Atkins says that these players were offered money to leave the club but they have dug their heels in and refused to move on.
All this has left the boss in a difficult position but he says he must now try and get the best out of what he has got.
"Certain individuals have been offered money to leave the football club, but they've rejected it," Atkins told the club's website.
"I can't do anything about that, it just means I've got to work with them and try to manipulate them to get what I want.
"We still need to bring some new faces in before the season starts, and we'll keep looking."
Atkins has targeted a new goalkeeper, but says that he may reconsider sending Ryan Clarke out on loan.
"If the right goalkeeper is not available for us to bring in, then I have to then ask the question about Ryan Clarke
"He's 23 now and in my opinion he needs to get out there, play some games and get some experience.
"He'll get that at Forest Green, but if we can't find anyone to come in here, then I may have to think about that situation."
