Mildenhall, who missed the closing three months of the season with a hand injury, has been told he can leave Meadow Lane for free.
The 26-year-old has spent the past three years with The Magpies but is likely to move on following their relegation to Division Three.
Magpies boss Gary Mills confirmed Mildenhall would have been first choice next term if he had concurred on the salary reduction but, instead, will look for a replacement.
Mills told the Nottingham Evening Post: "I asked him to take a cut and told him he'd be our number one next season but he refused.
"He's available on a free to anyone who wants him. We will start the season with Saul Deeney as first choice.
"Steve will be back-up until another club comes in for him. Once Steve has gone, we'll look for a new keeper."
