The 20-year-old put forward his request on Thursday and after talks between manager Roy McFarland and chairman Mike Bateson it was decided that the request should be accepted.
McFarland admitted that he understood the player's decision as he could not guarantee him a new deal at the end of the current season.
"Steve is a good pro and a good worker but I was not able, at this stage, to guarantee him a contract next season," McFarland told the club's official website. "I fully understand his reasoning and we will help him to find a club until that happens he is still a Torquay United player and will remain in contention for a place. A small fee will be required."
Tully joins Lee Russell, Tony Bedeau, who has joined Barnsley on loan, David Graham and Eifion Williams on the transfer list at Plainmoor.
