Petrov was rewarded with his nation's top footballing prize for his role in guiding Bulgaria to Euro 2004.
The 24-year-old inherited the captain's armband from Krassimir Balakov and was an integral member of the team which earned a surprise spot in next summer's finals in Portugal.
While Petrov was delighted to have been honoured with the award, he admits he is targeting an even more successful 2004.
"I would like to thank all my Bulgarian colleagues and my team-mates at Celtic," said Petrov.
"Without their efforts and help, it would have been much harder for me to win the award.
"I had a fantastic year in 2003 but I hope that the next one will be much brighter as we have the European Championship ahead of us and the obligation with Celtic to win as many trophies as we can."
Last year's winner Dimitar Berbatov of Bayer Leverkusen finished second in this 2003 poll with Wolfsburg's Martin Petrov claiming third spot.
