Amoroso trained with The Bhoys at the end of last season and O'Neill was keen to have a second look at the South American.
O'Neill was prepared to take the marksman on the club's trip to the United States, until the player's representatives mentioned money.
The Bhoys chief was not willing to discuss a permanent arrangement until the end of the tour and has flatly denied claims from Amoroso's agent that money was not an issue.
"The facts are that we invited Amoroso to come on the American trip with no strings attached, making it clear that we would talk about any possible contract after the tour was concluded," O'Neill told the club's official website.
"This wasn't acceptable to his agents. They wanted to have a fixed wage set before we even left for America and that was most certainly not acceptable to us.
"That is why it all fell through.
"As for us, renewing our interest and inviting the lad to play in the Newcastle game, that is simply not true.
"In fact, the only attempts to resurrect the whole thing have been from his agents."
Amoroso must now continue his search for a new club after leaving German outfit Borussia Dortmund last season.
He had trained with Birmingham City last month and will be anxious to see if Blues boss Steve Bruce gives him a second chance.
