The Ibrox supremo admitted no money is available to buy any players and any possible signings would have to be on loan or on free transfers.
The Gers have been linked with a move for Dundee United striker Steven Thompson, who has been placed on the transfer list at Tannadice, but McLeish has played down the reports.
"I won't be buying players in the January transfer window. There could be a loan deal or a Bosman transfer but there are not millions of pounds to spend," McLeish told the club's official website.
"In any case, it is not certain that I will do anything because what the players have done so far is phenomenal.
"They have been averaging three goals a game and that includes against the current champions.
"Everybody tells me I need a striker, but the players I have here must be doing something right. Having said that we would like to bolster the squad to give me cover in some areas.
"We allowed Billy Dodds to speak to Dundee United and other than that, at the moment, it doesn't suit Rangers to let Doddsy go. United have put Steven Thompson up for sale and at this moment we are not intending to buy
"We have been linked with him, of course, but I don't think it's fair to talk about players who are under contract at other clubs.
"There is a lot of speculation about Rangers and players everywhere and I would rather do my business privately than in the newspapers or media."
