The 21-year-old spent all of the last campaign on loan at Scunthorpe and ended the season as top-scorer for the Division Three side with 25 goals.
However, that does not appear to be enough for Gers chief Alex McLeish who has told the player he is unlikely to be involved in the first team and that the club will listen to offers.
Croatian international Dado Prso is already arriving in Scotland after Euro 2004 and McLeish is still scouring the market for another goalscorer as he looks to boost his forward ranks.
A host of English sides are likely to make a move for the unwanted MacLean, although the young forward is disappointed he will not be given a chance to prove himself at Ibrox.
"I've still got a year left on my contract at Rangers and the gaffer has made it clear that if the right offer comes in then I can go," he stated in the Daily Record.
"I'm in no rush to get out of the door and I'm waiting to see if the right offer comes in.
"I'm disappointed I didn't get more of a chance at Rangers, especially last season when we were struggling to score goals.
"I still think I could do a job for Rangers and I did think I would get a shot to prove myself."
