The French Ligue 1 club were understood to be about to make a £750,000 bid for the Bosnian but he is committed to the Scottish Premier League side.
"I am under contract at Glasgow Rangers until June 2009. St Etienne doesn't interest me," Papac told the club's website.
The 27-year-old was one of three players brought in from Austria Vienna by former manager Paul Le Guen and he failed to make an impact for most of his first year in Glasgow but was handed a chance by Walter Smith in the last two months of the campaign.
Slovakian duo Libor Sionko and Filip Sebo also came from Austria Vienna but have so far not made their mark at Ibrox.
