Levein is concerned at a slight dip in form in the Scottish international's game and he believes tiredness may be playing a part.
Webster, who was substituted at Celtic last weekend, is set to miss out for this weekend's clash at Partick.
"Andy has had a lot to deal with in recent months and, while he's handled the attention very well, I just feel it's caught up with him a little bit," said Levein.
"I don't plan to play him on Saturday, so Kevin McKenna will get an opportunity, which he deserves because he has been very patient.
"I played Andy in the Under-21s to give him a game out of the spotlight, where there's not so many pressures.
"I've not set any timescale on this situation but Andy's had to deal with a lot recently and it's important to get his confidence high again.
"He's a very good player and, considering he's still eligible to play for the Under-21s anyway, he's done remarkably well."
