The former England U21 international has made more than 150 appearances for Hearts since coming through the youth ranks but has now become the latest first-team player to leave Tynecastle.
The SPL side need to cut their wage bill and the 25-year-old Driver will join Houston on loan until his Hearts contract expires in the summer.
The Scottish club's website said: "Hearts can reveal that Andrew Driver has left the club to pursue his career in the United States.
"Andrew has made 28 appearances in a Hearts shirt this season, scoring twice. He leaves Gorgie with a Scottish Cup winner's medal, following his impressive display in the 2012 final, when Hearts brushed aside city rivals Hibs 5-1.
"The club wishes Andrew all the best as he continues his career with this fantastic opportunity to play in America."
Hearts did not give details of any fee received, or of the contract Driver will sign in Houston.
The Edinburgh club have already sold David Templeton and Ryan McGowan this season after releasing a significant number of experienced players last summer, although they were able to bring in Liverpool duo Danny Wilson and Michael Ngoo on loan in January.
Discussions are currently continuing over the future control of Hearts and director Sergejus Fedotovas revealed on Saturday that takeover talks are progressing with a number of interested parties, with a possible role for supporters also under consideration.
