Shiels was handed a four-match ban by the Scottish Football Association for remarks about referee Euan Norris following his side's defeat to Inverness in November.
And the Killie manager believes there should be more honesty in the game, after he disputed the claims of match officials that led to his dismissal during the match against Inverness.
Shiels said: "I have to manage my club and support my club and have a mechanism where everything's up front. Let's be an open book.
"What's wrong with that in our industry? There's nothing wrong with it, but people don't like it.
"We all have to admit when we make mistakes. But I can tell you something; managers have to admit when they make mistakes, players do, football clubs do, but referees don't have to admit when they make a mistake.
"I don't see it all adding up and that's what my beef was."
