The Edinburgh club sit fourth in the SPL but have suffered a dip in form of late, losing five of their last seven league matches.
Fenlon is also facing the prospect of seeing three loan players - Leigh Griffiths, Jorge Claros and Ryan McGivern - return to their parent clubs in January, and so will prioritise recruitment over relaxing by the poolside next month.
He said: "We are not in a position to take the players away somewhere for the winter break. We would like to, but we can't.
"We will give them a little break so they can refocus for the rest of the season and I will try to see some games and other players.
"I didn't make the request to go away. I know financially where we are and the answer would likely have been: 'Do you want to go away or do you want a player?'"
Fenlon revealed he already knows his targets for the January transfer window, but will be placing equal effort into keeping hold of his current loan stars.
"We are interested in two or three players from the SPL, but I don't want to talk about other managers' players specifically," he said.
"I would like to add a couple of players but we also need to come to a conclusion on the futures of loan players. We are doing as much as possible to keep all three."
Fenlon added: "We are relying on other people's decisions and shortly we will have to turn to Plan B. The loan deals all expire within a week from around January 15 to 21.
"I don't know if we can keep all three, but I'm confident one or two will stay and one or two of the squad will probably move out as well."
