Mannus played 90 minutes for St Johnstone in their 0-0 draw against Kilmarnock at the weekend, but is not fit to join the national side in Belfast, allowing McGovern to join the squad for Wednesday's clash at Windsor Park.
He has won one cap for his country after coming off the bench in a 2010 friendly against Chile.
His call-up suggests there has been no change in Lee Camp's position.
Camp, released by Norwich at the end of last season, was first choice for some time under former boss Nigel Worthington but made himself unavailable after Michael O'Neill made Roy Carroll his No 1.
