Miller has snubbed a new contract with The Terrors to sign an 18-month deal with Brann.
The 28-year-old had been interesting Rotherham United and Levante but has delighted Brann with his decision to move to the Tippeliga.
"We are really pleased with this," Brann's leader of sport Per Ove Ludvigsen told VG.
"We have signed a contract for a year-and-a-half with an option for another year. You can figure his wages out by looking at his CV.
"He is a creative player. It's not me that names the team but we have bought him with the starting point that he is to play."
Miller's arrival at Brann has prompted former Aberdeen ace Winters to pen a new three-year contract with the club, shunning the overtures of Lillestrom.
Ludvigsen added: "Winters has signed for three more years. We are pleased that one of our best players has decided to sign a new contract."
Meanwhile, Monaco claim they pulled the plug on a deal for Brann midfielder Seyi Olofinjana because the Nigerian failed a medical.
It had been thought Olofinjana could not agree personal terms but Monaco insist the African did not pass his medical.
Monaco press officer Pierre Jo said: "This was, of course, a shame for the player and Monaco. We really wanted him but as long as the test results are not satisfying, we can't move on with this transfer."
But Monaco's reason for calling off the deal has angered Olofinjana, who has slammed his treatment by the UEFA Champions League finalists.
Olofinjana told Dagbladet: "It's a lie. They are not telling the truth.
"The way they treated me is disappointing. Not once did anyone from the club come to speak to me. For the most part, I sat in my hotel room alone. It was very unprofessional."
