The former Manchester United youth player has impressed north of the border this season, and Ross County are keen to hold on to the talented youngster.
Inverness have tabled a £40,000 bid for Rankin, but are not willing to match St Mirren's offer of £50,000, thought to be closer to the amount Ross County would consider.
The Scottish Premier League side have now revealed that they are turning their attentions elsewhere, although they were reluctant to name their number one target.
"We won't be upping our bid (for Rankin). It's over," said Inverness director of football Graeme Bennett.
"We have submitted an offer to another club for a player and hope for developments this week."
Craig Brewster, who left for Dundee United earlier in the month, had recognised the need for a new midfielder before departing, and acting boss Charlie Christie is equally keen to bring in reinforcements before the end of the transfer window.
