The Sweden striker helped PSG to the French league title in his first year at the club since moving from AC Milan, but reports have linked him with a return to Italy.
Uncertainty over the future of PSG coach Carlo Ancelotti, said to be in Real Madrid's sights as a replacement for Jose Mourinho, has added fuel to the fire over Ibrahimovich.
"Zlatan will go on at PSG next year," Raiola told French radio station RMC.
"He is very happy in Paris. He won the national title, scored goals, did his job. He did what he had to do, everything he promised.
"He has had a good relationship with Carlo Ancelotti, but Zlatan has always had a good relationship with his coaches, apart from Pep Guardiola."
Raiola also feels that another of his clients, defender Gregor van der Wiel, will continue to develop after a title-winning first season with PSG.
He added: "It is always the second year you can really see what a player is capable of. Every big club knows it - he is one if the best attacking full-backs in Europe."
Toulouse midfielder Etienne Capoue, also on Raiola's roster, is another player to be gathering interest from across Europe.
QPR tabled a bid of £10million in January, but the agent says that as yet PSG have not made an offer for the 24-year-old.
"His chairman is asking for a lot of money. He is followed in England, Germany and Italy. But I didn't get any demand from PSG yet."
