Juve supremo Roberto Bettaga was in Stade Gerland on Friday to watch the 23-year-old turn out in Le Championnat to face Marseille.
Internazionale had wanted Govou a year ago but it is their Serie A rivals who are now interested.
Juventus were also watching the highly-rated Marseille defender Daniel van Buyten, who is being eyed by Premiership duo Newcastle and Manchester United.
Lyon do not want to see the young striker Govou leave the club but need money to build on their squad and he may be the only one they can sell after several players earmarked to leave have so far failed to find new clubs.
Eric Deflandre has no more contact with Galatasaray, and the Belgium full back has refused to be loaned to another club.
Philippe Violeau has no serious contact, while former skipper Florent Laville is waiting for offers from Birmingham or Portsmouth, and Tony Vairelles is waiting to be free of any contract in June.
In fact, the only player able to leave is Frederic Nee, who will go on loan to Troyes or Nice.
Meanwhile, Lyon boss Paul Le Guen is keen to sign Bastia's defensive midfielder Mickael Essien, with Sedan's Modeste M'Bami is second choice on his list.
