Troyes have been frustrated with the collapse of prospective deals for strikers, and now want Leroy on loan for the rest of the season.
The club are currently languishing at the foot of the table and are in desperate trouble with just half the season left to dig themselves out of the relegation zone.
The 26-year-old is desperate to leave Parc des Princes on loan after being frozen out of the first team picture by Luis Fernandez.
The capital club have been reluctant to allow him to leave, to his annoyance, but Troyes chairman Daniel Vacelet says they are pressuring the club to allow him to leave.
"We are piling on the pressure for Leroy," said Vacelet.
Troyes had looked likely to sign Lyon's Frederic Nee but have not yet heard back from OL despite being told he was available.
"OL sport chairman Bernard Lacombe told me Lyon agreed to loan him," added Vacelet.
"One of our assistants, who knew Nee at Caen, sent him several messages but without any answer until now."
The other options for Troyes have also failed, with Nantes Pierre-Yves Andre now staying with the club.
Troyes coach Faruk Hadzibegic has now turned to Leroy and was in Paris on Wednesday night to talk with Paris officials.
The deal has a chance to be settled as Troyes are the only club keen to sign the striker who are ready to pay his wages completely.
Liverpool boss Gerard Houiller was in the Parc des Princes stands on Wednesday night as he checked out his young duo Florent Sinama-Pongolle and Anthony Le Tallec turn out for Le Havre.
