PSG are keen on the 28-year-old and have had a number of bids knocked back by Les Verts, who want é¼6million (£4million).
The capital club are unwilling to meet St Etienne's demands and Cayzac admits an agreement may be difficult to reach.
"With St Etienne we have come to a standstill," Cayzac told France Football. "It is a money matter.
"The player wants to come to Paris, he is very motivated, but we can't seem to snatch him.
"The St Etienne officials are not keen to talk. They have set the fee very high for a good player, but he is 28 years old.
"PSG are not keen to pay such a fee. When it is PSG the prices seem 50 per cent higher."
PSG have finally completed the signing of Rennes defender Gregory Bourillon for é¼3million (£2million).
"I am delighted. He is the type of player I was looking for," coach Paul Le Guen told the club's official website.
"He has great potential because he can play both centre-back and as a defensive midfielder."
Meanwhile, Cayzac is hoping midfielder Jerome Rothen will sign a new contract at PSG.
Rothen is rumoured to be a target for Lyon but has an offer of a two-year extension at the Parc des Princes.
Cayzac added: "Jerome has not signed the two-year contract we have proposed him.
"We did what he wanted and what we had to do. I have strong hope of extending him soon."
