The capital club made contact with Les Canaris on Thursday, and are willing to spend between é¼3 million and é¼4 million on the defender.
However, Nantes chairman Jean-Luc Gripond is demanding at least é¼5 million for the full back.
"On the financial level, FCNA is not waiting for any sale," he asserted.
Nantes want a replacement before contemplating selling Armand, who also interests Spanish side Valencia.
Young Egyptian prospect Abou Mossalam, who plays for Al Ahly, is currently on trial at the club.
PSG will be active in the transfer market before the deadline if coach Vahid Halilhodzic gets his way.
"I am still looking for two players," he told France Football. "A left midfielder and a defender.
"The team is not well balanced because we don't have an attacking left-footed player.
"I will ask chairman Francis Graille how much the club can still invest in transfers because we still have ten days before the end of the transfer period."
Lille defender Abidal is one confirmed target for the PSG coach.
"He has asked to come," stated the Bosnian boss. "He has always dreamt of playing for PSG.
"His manager and himself contacted us, and I won't hide the fact that I'm interested.
"I already wanted to sign him at Lille when he was playing at Monaco."
