Marquez has made no secret of his desire to quit the Principality outfit, but Monaco sporting director Henri Biancheri said Depor's offer fell short of their valuation of the player.
Biancheri went on to add that after his club's rejection of the bid, "(Deportivo) will not be contacting us again."
The news is sure to come as a blow to 23-year-old Marquez who had outlined his wish to join one of the big La Liga clubs, naming amongst them Deportivo.
It remains to be seen how long Monaco will be able to hold on to the South American, as the club need to sell players to reduce debts.
Manager Didier Deschamps has also made Stephane Porato, Jose Pierre Fan-fan, Vladimir Jugovic, Lucas Bernardi and Marco Simone available for transfer.
