Reports in the Turkish press have stated that the star of Turkey's World Cup campaign is already in the Principality and is ready to sign a three-year deal.
The French outfit will have to fork out around é¼6 million in wages to Sas but the deal may depend on whether they remain in the top flight.
Didier Deschamps's side have officially been demoted to the Second Division, despite finishing second in the league, due to financial irregularities.
With a whole host of clubs across Europe interested in Sas it is unlikely that he would move to Monaco to play in Division Two.
Should they retain their top flight status, and their Champions League place, then Sas would be more likely to move to the South of France.
Monaco are also said to be interested in fellow Turks Hakan Sukur and Okan Yilmaz, but much will depend on the outcome of their appeal.
