The talented forward had been keen on staying with the Principality outfit but was disappointed when the beaten UEFA Champions League favourites offered him only a two-year deal on reduced terms.
Monaco's offer also meant the player would be forced to take a 20 percent cut and has ultimately prompted his desire to seek pastures new.
''I have made my decision to leave. The Monaco offer did not match what I was expecting,'' Giuly told France Football.
''They asked me to take a wage decrease. Now I want to join Barcelona, with whom I have had contact for several days.
''I hope it will go smoothly between the two clubs. I have already agreed the conditions on a three-year contract.
''I have made my decision.''
Barcelona have offered é¼5 million for Giuly but the French club are determined to hold out for more or include Ricardo Quaresma in the deal.
The Portuguese starlet has failed to find a regular first team berth at Barca and is seen as an ideal replacement from Giuly.
