The offer was made during the Under-20 World Championships in Argentina, and was dismissed out of hand by the Abbe-Deschamps side.
The mystery bidders have not been revealed but Manchester United boss Sir Alex Ferguson is known to be on Cisse's ever-expanding list of admirers.
"I am here to try to correct his faults, to aid his education," commented boss Guy Roux.
"He is not accomplished either physically or technically.
"I know that, he knows that, and we are on the same wavelength with his entourage.
"People talk to me a lot about Argentina, but this tournament was of Division Three level.
"When he plays against Sedan, it is three divisions higher."
The 20-year-old is keen to prove himself in England, but admits to being happy firing in the goals in Le Championnat.
"A lot of players come a cropper by leaving too young," he told L'Equipe.
"At first, I will do what I have to do here, for one or two seasons.
"Like for example, playing in the European Cup. But let's go gradually.
"Like the French team. I don't want to talk about that. The French Under-21 team is already very satisfying."
Under-21 coach Raymond Domenech is aware of Cisse's extraordinary potential.
"We couldn't really see his limits," he commented. "I even believe, if he were a Brazilian, people would talk about him as much as Ronaldo at his age."
Another of Auxerre's young prodigies, Philippe Mexes, also coveted by Manchester United, is not on his way to Liverpool, contrary to some speculation on Merseyside.
"He is under contract until June 2005, that is all," said the player's representative.
