The France Under 21 international has signed a four-year contract with Les Verts after also being linked with the likes of Auxerre and Bordeaux.
He admits he did not want to leave French football and is happy with his decision to join St Etienne.
"Yes, it is like the beginning of a new career," Matuidi told But. "It is a new step. Being in such a big club is very good for me.
"I hope I will learn a lot. That's why I come here. I was playing for Troyes for two seasons, but St Etienne is another thing, another level.
"It has been an honour to be targeted by so many clubs. Bordeaux, Lens, Monaco, Auxerre and Lille were following me and wanted me.
"But there was also St Etienne and the director's speech convinced me. They are the club that can bring me more stability, insurance and happiness.
"My priority was to play in France, so I haven't thought about foreign offers. I am happy and proud of my choice."
Meanwhile, St Etienne are being linked with a move for Sporting Lisbon winger Rodolph Douala, who spent last season on loan at Portsmouth.
