Bifouma, who signed on loan for the Baggies on deadline day, is set to make his debut on Saturday when his side visit Crystal Palace.
The former Espanyol forward has been likened to AC Milan's Mario Balotelli and Mel has challenged the Frenchman to convert his potential into performances.
"He's still got a long way to go before becoming like Balotelli, but he has the raw ingredients," the Albion boss told the Daily Star.
"He's quick and scores goals. He's dangerous in the box. He wants to be a player, he wants to improve and learn.
"In Spain, he played well in the First Division."
The Spanish boss has revealed he was determined to bring Bifouma to the Hawthorns, after being told the board were only willing to sanction one deal.
"The club explained to me that it was possible to only bring in one player and I chose Thievy. He's a different player. He's funny, quick, happy," he said.
"When he's on the pitch he's always thinking. He changes matches and he's not the same as what we have.
"If we are losing, he can change things."
