Alfonso initially left Betis to sign for the Catalan giants in the summer of 2000 but he never established himself at Camp Nou.
The forward returned to Estadio Manuel Ruiz de Lopera on loan last season but Betis baulked at making the move permanent earlier in the summer.
However, the Seville-based club have now signed the 30-year-old on a free transfer with Alfonso inking a deal for this season with the option of a further 12 months.
Alfonso revealed he snubbed a switch to the Middle East to complete his return to Betis, where he has enjoyed the best years of his playing career.
"I was born to play here," said Alfonso. "What is clear is that I have played my best years as a professional here, perhaps because the personal aspect is also better than anywhere else I have been.
"I had an excellent offer from a team in the Middle East but it was not the moment to go there."
After slipping out of the first-team picture at Barcelona, Alfonso concedes he is currently struggling for match sharpness.
He added: "I have been training by myself and I feel well although I lack some rhythm and contact with my team-mates since I worked alone in Barcelona."
