The Venezuelan suffered a broken cheekbone in a sickening collision with Navarro in Sevilla's victory against Mallorca at Estadio Son Moix on Sunday.
"There is no functional or aesthetic reason to perform any surgery on him," said Doctor Fernando Barturen, the medic who oversaw Arango's stay at the Policlinica Miramar in Palma.
The 24-year-old midfielder has been told that he will have to rest for around six weeks before resuming training with a protective mask.
"The player was discharged and I spent a lot of time talking to him before he left," added Barturen.
"I know what he thinks about the incident, but he asked me not to say anything because he is going to hold a press conference soon."
Getafe and Romania midfielder Gica Craioveanu joined the calls for Navarro to be made an example of after pictures showing the impact between the two players.
"He should be given a ten game ban," Craioveanu said.
"All players that do such dangerous things should receive the maximum penalty.
"I have seen the incident and he leaves the point of his elbow out."
